Pascal Rosenfeld, advisor for Space programs. After his MBA, Pascal started his carrier in Tel Aviv as representative of BPI, the French Bank for Innovation in Israel, some 20 years ago. He has been a strategy consultant for Accenture in the Finance industry, then evolved in the banking & private equity sector before turning to Impact & Finance for Good in 2015. He's been helping Didier, CEO of Aleph Farms, on several subjects, and focuses on developing partnerships in the Space & Biomaterials sectors.

Born in Belluno, on January 11, 1963, Giorgio Saccoccia is the President of the Italian Space Agency (ASI) since May 2019. He graduated from the University of Pisa (Italy) with a degree in Aerospace  Engineering and from Webster University at Leiden (The Netherlands) with a Master in Business  Administration.

Before joining ASI, he worked for almost thirty years at the European Space Agency (ESA) in several  technical and management positions. In particular, he has been Head of the Electric Propulsion  Section, Head of the Propulsion and Aerothermodynamics Division and Acting Head of the  Mechanical Engineering Department of ESA. During his experience in ESA, he was in charge in different tasks as project manager and technology coordinator in particular in the field of space exploration.

Giorgio Saccoccia is an Associate Fellow of the AIAA (American Association for Aeronautics and Astronautics), Full Member of the International Academy of Astronautics (IAA) and Emeritus Member of French Aeronautics and Astronautics Association.

Shimon was born in 1953 in Israel. At the age of 18 he joined the IDF Academic Reserve, and in 1975 graduated the Technion as an aeronautical engineer and in 1994 Master of Science in Management (MSM) program of Boston University and Beer-Sheba University

In 1976 Shimon joined the IAF as a young officer in the area of design and development of manned and unmanned military aircraft.

In 1995, Shimon was promoted to Colonel and nominated as the Head of the IAF Aircraft Department, in charge of all aircraft procurement, engineering, maintenance, and safety of flight.

In 1998, President Ezer Weitzman decorated Shimon with the Israel Defense Award, for his special contribution for the defense of the state of Israel.

In 2000, Shimon was promoted to Brig. General as the Head of the IAF Material Command, and assumed the responsibility of the entire technical command of the IAF

In 2004, Shimon retired from service and joined Elbit Systems, as CEO of Silver-Arrow, a subsidiary of Elbit System for unmanned aircraft systems design, production, operation and support. The most recognized and successful e is the Hermes 900 system that was developed personally by Shimon's idea and unique design.

Since March 2020, Shimon serves as the CEO of SpaceIL, bringing with him his vast professional experience, leadership skills, fresh ideas and creativity.

Head of Innovation and Ventures Office, European Space Agency

As Head of Innovation and Ventures Office, Frank is overseeing the largest Space Entrepreneurship network in the world. His team has initiated over 370 industry transfers, supported over 1000 start-ups. He supports the exploitation of the ESA patent portfolio and promotes the ESA BA (Business Applications) offer of ESA which have supported additional overt 600 business cases. In the next 3 years ESA Space Solutions will invest 220 Mio Euro in Seed.

Prior to this post he was the Head of Technology Transfer and Business Incubation and Head of the Commercial Development in the European Astronaut Department of the Directorate of Human Spaceflight Microgravity and Exploration at the European Space Agency.

Before joining ESA, Frank held the position of Founder and Chief Operating Officer (COO and CFO) for an IT start-up, headquartered in Munich, Germany.  The company was merged with CANCOM SA.

Frank also spent seven years at Apple Computer as an account and sales manager, responsible for Central Europe. He was positioned in Germany, the US and the Czech Republic.
Being genuinely passionate about the importance of human space flight and the European Space Programme, Frank believes that ‘a society that stops exploring stops progressing’.
 
Frank is a member of several advisory boards of venture capital funds, international cooperations and start-up companies.

He is also a member of the board of directors of the European Business Network (EBN) and the EBAN (European Business Angel Network) Space.

Frank holds a degree in Industrial Engineering, is married, has two sons and lives in the Netherlands and Bavaria.

Adv. KEREN SHAHAR is the Senior Deputy Legal Adviser in the Israeli Ministry of Foreign Affairs. She serves as a legal counselor for strategic affairs and heads the Project for Coordinating National Implementation of the United Nations Security Council's Sanctions Resolutions. She was previously the Director of the Treaties Department and Director of the General International Law Department in the Legal Adviser's Office and served as the Political Counselor in the Israeli Mission to the United Nations in New York.

Ms. Shahar specializes in the law of treaties and in strategic international law, including outer space law, cyber law, sanctions, and international law in the fields of arms control, non-proliferation and export control. She was part of the team drafting the Israeli export control legislation. She heads the team that provides the Israel Space Agency with legal advice in international law.

Ms. Shahar has represented the Government of Israel in various bilateral and multilateral negotiations as well as in international meetings and conferences. She was appointed to the Specialized Panel of Arbitrators pursuant to the Permanent Court of Arbitration (PCA) Outer Space Rules since 2015 and has recently concluded her term as Second Vice-Chair and rapporteur of the UN Committee on the Peaceful Uses of Outer Space (COPUOS).

Ms. Shahar is an LL.B and LL.M graduate of the Hebrew University in Jerusalem and has an M.A. in Diplomacy and Security from Tel-Aviv University (graduated with honors: Magna Cum Laude).
 

Prof. Sir Martin Sweeting pioneered rapid-response, low-cost and highly capable small satellites utilizing modern consumer (COTS) electronics devices to change the economics of space. In 1985, he founded a spin-off University company (SSTL) which has designed, built, launched and operated in orbit 69 nano, micro and mini-satellites for communications & Earth observation – as well as 34 navigation payloads for the European Galileo constellation. SSTL has grown to 300 staff, alongside the academic Surrey Space Centre researching advanced small satellite concepts and techniques and was acquired by Airbus SE in 2009.. Sir Martin has been knighted by HM Queen, is a Fellow of the Royal Society, a Fellow of the Royal Academy of Engineering and has received the prestigious von Karman Wings Award from CalTech/JPL in the USA. He has been identified as one of the UK’s 20 most influential engineers and listed as one of the 500 most influential people in the UK.

Shai-Lee Spigelman - Director General, Ministry of Science and Technology

After years in key positions in the Israeli High-Tech industry, Shai-Lee has chosen to use the experience and knowledge she had gained for the advancement of the Government and the public sector in Israel.

Shai-Lee currently serves as Director General of the Ministry of Science and Technology. As part of her role, she leads the formulation of the Government's national long-term strategy in science, technology and innovation and its implementation. This is achieved through investments in groundbreaking research and technologies, management of an extensive system of international scientific collaborations, integration underprivileged communities in STEM research activities and studies, and the creation of an interface between the Government and the Israeli innovation industry.

In her previous role as Head of the Israeli National Digital initiative, Shai-Lee led the formulation of the Government's National Digital Plan, and its implementation in collaboration with various government Ministries, in the areas of digital education, digital health, smart cities, data, digital inclusion and many other fields.

Shai-Lee has extensive experience in the High-Tech world, and has served in her last position before entering the Government as VP of Marketing at Microsoft's R&D Center in Israel and was jointly responsible for building relations with the start-up industry in Israel. She has also previously served as Director of Regulation and Corporate Affairs in Microsoft Israel.

Shai-Lee has a Bachelor's degree in Law from Tel Aviv University, and a Master's degree in Public Policy from Harvard University in the United States.

Born in São Paulo, SP

Graduated from the Aeronautics Institute of Technology (ITA), with a degree in  Aeronautical Infrastructure Engineering (1980), he later earned a Master of Science (M.Sc.)  degree from the same institution (1996). Experience in: airport projects and space launch  centers; development, qualification and operation of computer systems for critical  applications; spacecraft launch operations in Brazil and abroad; formulation and review of  public policies on technological and organizational planning, including international  cooperation; implementation and monitoring of quality assurance systems; development of  regulatory standards for the aerospace sector; strategic planning for the aerospace industry;  and space program management. 

In 1981-85, he worked as an airport engineer in projects and works under the responsibility  of the Coordinating Committee of the Airport System Project of the São Paulo Terminal  Area (COPASP), a joint body established by the Ministry of Aeronautics and the  Government of the State of São Paulo, with emphasis on the São Paulo - Guarulhos 
International Airport.

He has been operating in the space segment since 1985, with emphasis on: implementation  of the Alcântara Launch Center (CLA); development of the Satellite Launch Vehicle (VLS);  space launch and tracking operations (CLA); probe intercomparison operations with the  World Meteorological Organization; development of the Master Plan for the Alcântara  Space Center (Infraero); design and implementation of the Cyclone-4 Terrestrial Complex  (ACS); design and planning of space systems under the Strategic Space Systems Program  (PESE).

Together with the Brazilian Space Agency (AEB), he worked on several cooperation  initiatives, including the following: prospective studies with international organizations for  the use of CLA; development of space safety regulations; development and implementation  of CLA´s main/basic infrastructure; space launch certification and licensing programs; and,  since the beginning of 2017, he has, along with representatives of other bodies, taken part in  several Technical Groups of the Brazilian Space Program Development Committee (CDPEB).

Since 2005, he has been serving as Representative for South America of the International  Association for the Advancement of Space Safety, an entity that brings together experts from  the space sector, focusing on safety and the use of best practices for space exploration.

He worked in the private sector from January 1972 to February 1973; and from October  2008 to February 2016. He has built a career in the Brazilian Air Force (FAB), where he  served between March 1973 and September 2008, having retired as an Engineer Colonel. He  continued working in the field of Science, Technology, Innovation and Offset under the Air  Force General Staff between April 2016 and February 2018. From March 2018 to December  2019, he served as Analyst for the Space Systems Coordination and Implementation  Committee - CCISE, which is responsible for implementing the PESE. 

He took office as president of the Brazilian Space Agency in January 2020.

Dr. Eugene L. Tu is the Center Director at NASA's Ames Research Center in Silicon Valley. Appointed in May 2015, he leads a staff of civil servants and contractors in providing critical research and development support that makes NASA's and the nation’s aeronautics and space missions possible.

Tu earned his bachelor’s degree in mechanical engineering from the University of California, Berkeley, in 1988, and both his master's degree and doctorate in aeronautics and astronautics from Stanford University in1990 and 1996, respectively. He is an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA). Tu received the NASA Outstanding Leadership Medal in 2000, the Presidential Rank Award for Meritorious Executive in 2009, and the Presidential Rank Award for Distinguished Executive in 2019.

Rick Tumlinson has been called one of the world’s top space “Visionaries” - credited with helping create the NewSpace commercial space industry, whose players include Elon Musk, Jeff Bezos and Richard Branson. In 2015 he won the World Technology Award along with Craig Venter of the Human Genome project.

Rick co-Founded the Space Frontier Foundation, led the team that took over the Mir Space Station for a year as the world’s first commercial space facility, signed up the first “private space traveler” Dennis Tito, and has appeared as an expert witness before the US Congress 6 times on space policy. He has also worked with congressional staff, the government of Luxembourg and UN experts on space resource policy and has consulted with Space Force. A founding Board Member of the XPrize, he helped launch the International Space University, helped kick start the Lunar Prospector Project that first discovered water on the Moon and has helped or founded several other leading edge projects and organizations. He edited the book Return to the Moon, and is regularly published and interviewed as an expert on space topics around the world.

Recently he co-Founded and is Chairman of SpaceFund, a leading edge venture capital firm incorporating both traditional and blockchain technology to raise capitol supporting “frontier enabling” space start ups. He started the EarthLight Foundation and New Worlds Institute. In Texas he founded the Texas Space Foundation as well as the annual New Worlds Conference and Space Cowboy Ball. Considered one of the best speakers in the space field, his new book “A Space Manifesto” will be available next year.

Elodie Viau joined ESA as Director of Telecommunications and Integrated Applications from 1 September 2020. She is also Head of  ECSAT* located on the Harwell Campus. Ms Viau worked for 12 years for SES, one of the world's leading satellite operator, covering various roles.  As Senior Programmes Manager for many satellites, she was responsible for satellite and launcher activities from contract negotiation to launch including manufacturing and testing oversight. She led innovation projects with satellite vendors and key launcher players and was in charge of the new space segment development. As Vice-President for Technology Program Management, she led the GEO infrastructure design and implementation enabling new integrated services coherent with MEO infrastructure with numerous technical industrial partners including cloud based network software providers. A French national, she gained her MSc degree in telecommunications from Télécom SudParis, a MSc in Space Studies and Management from the International Space University and an MBA from the Open University in the UK.

*ECSAT (the European Centre for Space Applications and Telecommunications) is ESA’s facility in the UK.  It is based on the Harwell Campus in Oxfordshire.  ECSAT supports activities related to telecommunications, integrated applications, climate change, science and technology. It also holds labs on the Campus and the 5G-Hub.

Massimiliano leads Planet operations in Germany as General Manager and he is the SVP of Imaging Business Operations for Planet globally.

Massimiliano has over 20 years of experience in integrating and operating ground segment systems for Earth Observation satellites.

He joined RapidEye in 2006 and since 2011 has been responsible for the ongoing success of RapidEye Mission Operations. Additionally, Massimiliano played a key role in developing ground segment systems from concept to routine operations, and built a team that successfully completed a number of multimillion data delivery projects.

Prior to joining RapidEye, from 1997 to 2006, he was Project Leader with Datamat SpA (a Telespazio company) and participated in a number of Earth Observation ground segment projects for the European Space Agency (ESA) and other national space agencies. 

During his last years at Datamat, Massimiliano was in charge of the engineering team that supported six different ESA ground segment facilities in Europe. He received a M.Sc. with honors in Computer Engineering from the University of Rome Tor Vergata.
